Governance

In order to support the achievement of our vision Respect Trust and Service, Richard Taylor Primary School’s Local Governing Board plays a key role in ensuring the school is strategically well led.

Governor posts are voluntary, their dedication to the role is to collectively make a positive contribution to all children’s education.

The three core functions of governance are;

  • Ensuring clarity of vision, ethos and strategic direction.
  • Holding executive leaders to account for the educational performance of the organisation and its pupils, and the effective and efficient performance management of staff.
  • Overseeing financial performance of the organisation and making sure its money is well spent.

Local Governing Board Membership Designations

  • Two elected parent governors
  • One elected staff governor
  • Headteacher
  • Minimum of four foundation governors
  • There is also the scope for the board to co-opt additional governors to support their work

All of our governors work collectively on the priority of supporting, upholding and developing the distinctiveness of the school, in particular as a Church of England School.

Local Governing Board Operation

The Governing Body meets in full four times a year with additional working party meetings throughout the school year.

The Governors at Richard Taylor Primary School also regularly visit school, utilising their wide range of skills and experience, meeting their link classes and observing their link subjects.

They play a key role in monitoring and evaluating the impact of provision though the lens of the schools vision.

Meet our current Local Governing Committee members:

All governors can be contacted through the School Office via the clerk to the Local Governing Body, Richard Taylor School, Bilton Lane, Harrogate, HG1 3DT.

Dr Jan Johnson – Chair of Governors

Foundation Governor appointed by Ripon Diocese/ Richard Taylor’s Educational Trust

I have been a Foundation Governor since 2008 and elected Chair of Governors in 2021.

It’s been my privilege to have been both a parent of children who have attended and a member of staff at the school, so I know the importance of having good supportive governance for Richard Taylor. In addition to being a critical friend, I have a specific interest in Safeguarding, Worship and Inclusion, as well as Special Education Needs. Visiting the school regularly, meeting classes, chatting to staff, pupils and parents when I can, allows me to get as much knowledge on how Richard Taylor School is doing and how we Governors can help support it to grow and flourish.

Niki Hutchinson – Vice Chair

I became a foundation governor at Richard Taylor in early 2025 and am keen to support the school to thrive and be a place where children can flourish.
A parent and member of the congregation at St John’s church, I have a background in business strategy and development and am currently head of marketing at a regional law firm.

Lynsey Barraclough

Foundation Governor appointed by Ripon Diocese

I originally joined the governing body at RTS 7 years ago as a parent governor. Both my children were at the school then and I was keen to actively support the school.

I decided to continue once my children moved to secondary school as I really value the school and it’s community.

I am passionate about the health and wellbeing of children and their families, as well as the teaching staff, so I am the link governor for this; I also sit on the Worship and Finance committees.

Phillip Richardson

Foundation Governor appointed by Ripon Diocese

I am an active member of the Christian Fellowship at Woodfield Gospel Hall. I have a BA in English Studies and a PGCE in Secondary Education. I am a teacher of English and Computer Science. I currently have four children who attend Richard Taylor and also provide worship assemblies for the school throughout the year.

I am a governor at the school because I believe in the school’s journey; RTS is a thriving education community with a care for each individual student and I am proud to be involved in the school.

I am link Governor for Bishopdale class and I am on the Curriculum and Worship Committees.

Hannah Ruddy

Elected Parent Governor

I became a Parent Governor in 2025 because I want to help and support the school and its incredible staff and children.

I have on child currently in the school and one who has just completed her journey at Richard Taylor and started at St. Aidan’s. Watching my children grow in this wonderful environment and reach their full potential has been a privilege and I would like to give back. I’m a self-employed freelance Lawyer specialising in Intellectual Property and Commercial Law. I also run a small music business teaching babies to pre-schoolers as I have a passion for music, and love working with children. I hope that my professional background, creative mind and love for the school means I can proactively be a part of its progression.

Helen Chase

Staff Governor

I am a proud mum of four children, each with their own unique strengths and needs, which has given me a deep understanding of the importance of inclusion, support and opportunity for every child. Before starting my family, I worked in a Reception setting and discovered a passion for helping children learn, grow and succeed in a way that nurtures curiosity, creativity, imagination and, most importantly, enjoyment. I also taught ballet, tap and modern dance to young children, helping to build their confidence and self-expression from an early age.

I have been part of the Richard Taylor team for the past seven years, supporting children from Reception to Year 5, including those with special educational needs. I am currently working in Reception and thoroughly enjoy being back at the very start of our children’s school journey. It is a privilege to help lay the foundations for lifelong learning and to support every child to flourish

Rev Matthew Hunter

Foundation Governor appointed by Ripon Diocese

I was ordained in 2012, following training at Ripon College Cuddesdon. After a curacy at Halifax Minster, I moved to Hexham Abbey in Northumberland, before serving as a parish priest in Newcastle. Most recently, I returned to the Diocese of Leeds to take up the role of Team Rector here in Bilton in 2025. One of the absolute privileges of the post is being a foundation governor with RTS, especially inputting on the Worship committee. Being part of the collective worship team and welcoming pupils and staff into St John’s is equally a real highlight of being part of this Christian community.
